Tourism has been a part of the political agenda in Malaysia since 1987 when the Federal Government decided to develop tourism into a major economic sector. A main objective of this policy is to achieve economic growth and employment in the rural areas through development of tourism industry.In this process, "nature tourism" has been forwarded as one of the main focus areas in the tourism policy of the Sabah State Government.

Globally tourism has been a prolific growth industry. Despite its potential, the industry is grossly undeveloped in Sabah. Being export-oriented, Sabah has been adversely affected by declining prices of primary products. There is an urgent need to diversify economic activities and tourism is one industry which will be a good new economic tools. A lot of study conducted by Institute of Development Studies (IDS) to explores ways and means to develop tourism in Sabah with a view to generate foreign exchange, create employment opportunities and diversify the economic base of the State.

The study conducted by Institute of Development Studies provide a long term plan for the proper development of the tourism industry in Sabah taking into consideration the strengths, weaknesses, opportunities and threats faced by the industry and deals with all the relevant issues and identifies approaches and action to attract tourists to the State. Each district in Sabah will be offering the unique culture, beliefs and way of life of their ethnic that will attracting more tourists through strategic marketing to create niche products beside the government efforts to upgrade infrastructure in Sabah.
